New Project Application for Youth Homelessness Programs in Out-Wayne and Monroe Counties -posted 07/22/26
The New Project Application under the FY ’24 and ’25 HUD Youth Homeless Demonstration Program (YHDP) NOFO is being released for the Out-Wayne County CoC and the Monroe County CoC. Wayne Metro, as the Collaborative Applicant, and Red Maple Resources, as a supporting consultant, are leading the process for soliciting applications, and coordinating the review and ranking of projects.
The agencies and stakeholders that make up the Out-Wayne and Monroe CoC systems are very excited for this opportunity. The release of the New Project Application builds on joint planning and assessment for the youth homelessness systems in the two CoC’s that has been made possible by funding through the first round of HUD’s Youth Homelessness System Initiative (YHSI). Through YHSI, local and regional Youth Advisory Boards (YAB’s) were created. The members of the YAB’s have been integral to the work under YHSI and the planning for gaps, resources, housing, and services that are priorities for the Out-Wayne and Monroe CoC’s.
All applications must be submitted through e-snaps, HUD’s online system for receiving project applications. The format of the New Project Application tracks the structure of project applications in e-snaps. It also includes guidance and highlights of YHDP priorities and requirements from HUD’s Detailed Instructions for YHDP project application and the FY ’24 and ’25 YHSI and YHDP NOFO.

The deadline for submission of applications is Friday, July 31st at 5pm. Red Maple Resources will hold Office Hours for the YHDP New Project Application on these dates:

Request for Proposals: External Evaluator
The Out-Wayne and Monroe CoCs seek to hire an external evaluator to partner with the Regional Planning Committee (RPC) and Youth Action Boards (YAB) to carry out a youth-led community needs assessment, which will allow for systems-level change by providing communities with a thorough understanding of the current state of the youth homeless response system.
The external evaluator, in partnership with Regional YAB and RPC, will conduct a thorough analysis of the data collected to provide a comprehensive understanding of the current system and make recommendations for improvement. They will also partner with these groups to develop a continuous quality improvement framework for monitoring current and future projects.

MSHDA ESG 2023-2024 Request for Proposals
The Michigan State Housing Development Authority (MSHDA) is awarded an Emergency Solutions Grant (ESG) allocation annually via an annual Award Notice from HUD which varies each year. Annually MSHDA notifies each Continuum of Care (CoC) or Local Planning Body (LPB) of the award amount for their region based on a formula utilizing local population and other poverty statistics. FAQs
A: Domestic Violence Service Providers can only apply for Rapid Re-Housing (RRH) or Homelessness Prevention (HP) funds through the CoC. If they are requesting Emergency Shelter (ES) funding, they would need to apply to the Michigan Department of Health and Human Services (MDHHS) for those funds. MSHDA carves out a portion of our ESG and gives it to MDHHS to determine which agencies to fund for those services.
