The Out-Wayne County CoC has approved the final ranking of renewal, new and expansion project applications to be included in the submission to HUD for the FY 2026 CoC Program NOFO. This includes projects being created through reallocation and transition. Over $12.2 million in funding is being requested to support projects providing housing, services, and planning activities for people in our community experiencing or at risk of homelessness. Scoring Performance Metrics for Out-Wayne County Renewal Projects

The Scoring Performance Metrics Workbook and Self-Score Worksheet is being released for applicants to complete who are renewing projects through the Local Funding Competition for the Out-Wayne County CoC under the FY 2026 HUD CoC Program NOFO. The deadline to submit the Workbook is Monday, August 3rd at 5pm.

ONLY APPLICANTS SUBMITTING CURRENT PROJECTS FOR RENEWAL NEED TO COMPLETE THE WORKBOOK. If an agency has decided to Transition or Reallocate a current project, the Workbook does NOT have to be filled out.

Here is a summary of changes that were made to the scoring since the last Local Funding Competition for FY 2024 CoC Program grants:
- Scoring elements have been added or adjusted to align with new requirements and scoring incentives in the FY 2026 HUD CoC Program NOFO.
- Elements added include: Increase in Employment Income, Exits to Non-Subsidized Housing and Service Participation
- Elements adjusted include: Increase in points for Returns to Homelessness; SH and SSO scoring in the section for Mainstream Resources, Health Insurance, Income and Employment
- Other updates were made to better reflect project performance when there very few exits for a project, and to make it easier and more efficient for an applicant to score a renewal project:
- The Self-Score Worksheet is part of the Scoring Performance Metrics Workbook to reduce the back and forth between several documents that is part of the scoring process
- Leavers are now counted with Stayers for components of Mainstream Resources, Health Insurance, Income and Employment
- Scoring elements were deleted that no longer are being required or incentivized through scoring by HUD. These include:
- Scoring for Racial Equity strategies or about the participation in a CoC system for People with the Lived Experience of Homelessness.
- Analysis of Rapid Return to Housing, an informational factor not scored
- Adjustments were made to the components listed under the Data Quality & Completeness scoring element due to changes in HUD’s Data Quality Standards

Readers Needed for New Project Applications
We are still looking for volunteers for the Ranking Committee. We are revising the responsibilities to make it easier for people to contribute. The most important role we need to fill is for Readers – people to review the new project applications. Readers will not have to attend any extensive in person or virtual meetings. Please sign up HERE. Note that Readers cannot have a role with an organization that is applying for funds.
Deadline Extension – New Project Applications
The deadline for new project applications is being extended for the Out-Wayne CoC Local Funding Competition under the FY 2026 CoC Program NOFO. If an agency is submitting multiple applications, then half need to be submitted by July 29th and the rest by July 31st. For an agency submitting only one application, the deadline is July 29th.
New Project Applications include:
- Projects being creating through the Transition mechanism
- Projects being created or expanded through Reallocation funding
- Projects being created or expanded through CoC Bonus funding
- Projects being create or expanded through DV Bonus funding
Funding Amounts for the Local Funding Competition
HUD has released the information needed to set the amounts available for renewal and new funding under the FY 2026 HUD CoC Program NOFO:
- Tier 1 – $5,332,830 (60% of ARD)
- CoC Bonus – $1,646,065 (15% of FPRN)
- DV Bonus – $2,194,753 (20% of FPRN)
- Planning Grant – $548,688 (5% of FPRN)
Those amounts are based on these figures, also released by HUD:

Release of Out-Wayne CoC New and Expansion Project Application for the FY 2026 CoC Program NOFO

The Out-Wayne County CoC is releasing the New and Expansion Project Application for the Local Funding Competition under the FY 2026 HUD CoC Program NOFO. The Wayne Metro CoC Team and Red Maple Resources are leading the implementation of the Local Funding Competition on behalf of the CoC. For the FY 2026 Competition, there are several changes to the Renewal Project Application. Those changes are incorporated to respond to the significant changes to HUD policies detailed in the NOFO that affect how agencies provide services and supports. Other changes add (or in some cases further emphasize from past CoC Program NOFO’s) factors to review organizational and financial capacity, along with grant and program performance. More detail about the changes will be included with other Local Funding Competition materials to be released during the week of July 20th.
The format of many of the questions was redesigned to more closely track what agencies must prepare in e-snaps for a new project application. Because HUD has not released project applications in e-snaps yet, project applications in e-snaps from the FY 2024 Local Funding Competition were used as a basis for this application. Modifications to questions in e-snaps were made to more closely track the information HUD is anticipated to require as a result of the many policy changes it has written into the FY 2026 CoC Program NOFO.
HUD has not released information publicly for the amount of CoC Bonus and DV Bonus funds available. In addition, there is the strong possibility of agencies deciding to reallocate funding for existing CoC Program grants. We encourage agencies to plan creatively for an anticipated significant amount of funding to be available for new and expansion project applications.
The deadline for submission of applications is Monday at 5pm on July 27th. Red Maple Resources will hold Office Hours for the New and Expansion Project Application on these dates:
* Tuesday, July 21st at from10 to 11am
* Friday, July 24th from 10 to 11am

Here are highlights of the timeline for grantees and prospective applicants:

· July 7th at 2pm – Office Hours for the Local Funding Competition of the FY 2026 CoC Program NOFO and ESG Subrecipient Competition for FY 2026-27. Register here. Additional office hours will be scheduled.
· Weeks of July 6th and 13th – Wayne Metro CoC Team and Red Maple Resources will communicate with renewal agencies about strategies for transitioning and reallocation of projects
· July 22nd at 5pm – deadline for submission of applications for renewal and new projects

HUD Withdraws NOFO; Impact for the Out-Wayne CoC

HUD has withdrawn the CoC Program NOFO. There was a hearing today for a temporary restraining order on the 2025 COC NOFO and HUD provided the Court with a Notice of Withdrawal of the Challenged 2025 NOFO shortly before the 3:30 start time. On the HUD CoC website you can find the following statement:
FY 25 COC NOFO Update The Department has withdrawn a Notice of Funding Opportunity (NOFO) with respect to the Continuum of Care (CoC) grant program. This withdrawal will allow the Department to make appropriate revisions to the NOFO, and the Department intends to do so. In the previous FY 24-25 NOFO, the Department reserved the right to make changes to the NOFO instead of processing renewals for a variety of reasons, including to accommodate a new CoC or Youth Homelessness Demonstration Program (YHDP) priority or new funding source. The Department still intends to exercise this discretion and make changes to the previously issued CoC NOFO to account for new priorities. HUD anticipates reissuing a modified NOFO well in advance of the deadline for obligation of available Fiscal Year 2025 funds.
For the Out-Wayne CoC process for renewal and new project submissions, the process is being paused. There will be no deadlines this week and most likely not until January for project applications. Red Maple and the Wayne Metro CoC Team will seek out as much information as possible from trusted sources such as MCAH and NAEH to determine any part of the process we should continue with, or suspend until a new NOFO comes out. We will be back in touch by Friday, December 12th with an update for the Out-Wayne process.

The information and scoring that all renewal agencies provided during the start of the Local Funding Competition this Summer will carry over to be part of the evaluation and ranking process now that the NOFO has been released.
The following additional information must be provided by each applicant for a renewal project:
- Any updates regarding HUD Monitoring Reports for the subject project for the past five years up through December 2025. Information should include the status of correspondence between the agency and HUD, and whether all findings have been resolved;
- Any updates if the agency or its management have had any action taken against it regarding debarment or suspension by Federal or State agencies, termination of public transactions, or have been subject to a lawsuit during the past 5 years;
- Changes to project budget including the source of the match – please provide a complete updated budget if changes have been made; and
- Any other changes to the project and status of approval by HUD.
- Proof of active System for Award Management Registration (sam.gov)
The signature page that is part of the renewal application submitted earlier in 2025 is being updated to include HUD policies of due diligence for project funding applicants that are either long standing or newly created. New HUD requirements mean that certification of certain policies will be required, including, 1) The project applicant will not engage in racial preferences or other forms of discrimination; and 2) The project applicant has not and will not operate drug injection sites or “safe consumption sites,” knowingly distribute drug paraphernalia1 on or off property under their control, permit the use or distribution of illicit drugs on property under their control, or conduct any of these activities under the pretext of “harm reduction.” The new signature page will be distributed to renewal agencies by December 8th.
Renewal projects must demonstrate in writing that they meet the new Supportive Services Capacity Policy, which was approved by the Board on November 25th. The purpose of this policy is to ensure that all Permanent Supportive Housing (PSH) projects applying for renewal funding can demonstrate the financial and organizational capacity necessary to consistently deliver high-quality supportive services to program participants.
Agencies must provide the information requested above by Wednesday, December 10th at 5pm. Response to questions should be written out on a Word (or similar) document and then saved as a PDF. At the CoC Board Meeting on November 25 th , the Board approved the ranking policies for the Out-Wayne County CoC Local Funding Competition and a PSH Supportive Services Policy. The polices were established based on the policies and requirements of the FY 2025 HUD CoC Program NOFO, the needs of our community, and long standing policies of our CoC. A RFP and application materials will be available by December 2 nd. Application forms will be available for renewal projects and applicants seeking to expand existing projects or create new ones through bonus and reallocation funding.
It was very difficult for staff and board members to consider the implications for ranking that are resulting from the new HUD requirement to cap the funding for permanent housing at 30% of ARD (the total amount of current CoC grants). The new ranking policies prioritize PSH within that cap. No RRH or TH-RRH project will be able to be renewed because of the PH Cap.
By December 4th, agencies with RRH and TH-RRH projects must submit a Letter of Intent to the CoC addressing whether they are electing to create a new project through transition or will allow the funds for their project(s) to be reallocated. Projects funded through DV Bonus cannot transition to a new project but can reallocate for agencies to apply to create a new project with those reallocated funds.
By December 4 th , any other agency planning to apply for funding to expand or create new projects must also submit a Letter of Intent. Also, agencies for any other type of renewal project aside from RRH and TH-RRH must submit a LOI to confirm they are renewing their project(s) or intend to make a significant change(s).
For submissions to the Out-Wayne County CoC to expand or create a project, the permitted
project types are:
- Transitional Housing (TH)
- SSO-Only (which can fund street outreach in addition to other services)
- Transitional Housing (DV-TH)
- Name of Agency
- Contact Person
- Stating whether the LOI is for the expansion of a project or the creation of a new one
- Name of the Project
- Program Type (TH, SSO-Only, DV-TH)
- Amount of CoC Funding for Request
- Names of Subrecipients
- Funding Source – Transition or Reallocation of the grantee’s current project funds, CoC Bonus, DV Bonus
Aside from renewals with no changes, all other projects should be listed on a separate LOI and emailed individually. LOI’s should be sent to:

OUT-WAYNE COUNTY CONTINUUM OF CARE NOTICE OF INTEREST (NOI) FOR THE FY 2024 HUD COC BUILDS PROGRAM
The U.S. Department of Housing and Urban Development (HUD) has released the its first CoC Builds Notice of Funding Opportunity (NOFO). The CoC Builds NOFO targets efforts to reduce homelessness by providing funding for new units of permanent supportive housing (PSH). Eligible activities for funding include new construction, acquisition, or rehabilitation. Up to 20 percent of each award may be used for supportive services and operating costs.
Please fill out this short survey if your organization wants to find out more information about participating in a CoC Builds project and has properties that could be developed for PSH. Sites must be in Out-Wayne County.
The deadline to submit a Notice of Interest is 5pm, September 30th.
Re-Opening Local Funding Competition for New/Expansion Projects
The Out-Wayne County CoC is re-opening the FY 2024 local funding competition for New and Expansion Project Applications.
The updated deadline for submission will be on Tuesday, September 10th at 3pm.

Release of Out-Wayne CoC New and Expansion Project Application for the FY 2024 HUD CoC Program NOFO and Revised RFP
The Out-Wayne County CoC, with support from Red Maple Resources, is releasing the New and Expansion Project Application for the local funding competition portion of the FY 2024 HUD CoC Program NOFO process.
Submission Deadline: 3pm on Wednesday, August 14, 2024.
The Request for Proposal (RFP) previously issued for the local funding competition has been revised. The Ranking Policies on pages 14 and 15 have been updated following approval of revisions by the Out-Wayne CoC membership. The only changes to the RFP will be found in this section and are highlighted in red text.
The RFP contains funding availability and eligibility of project types, policies, scoring, and criteria for the evaluation of renewal, new and expansion project applications. The Renewal Project Application was previously released. Agencies are eligible to apply for funding to establish new projects or expand existing CoC funded projects using the New and Expansion Project Application.

NOFO Details
Updates regarding the local funding competition will be made available via email blasts to CoC stakeholders and community members, on the Out Wayne County CoC Website and Wayne Metro CAA Facebook Page.
In March 2023, the U.S. Department of Housing and Urban Development (HUD) has announced $2.76 billion in FY 2022 Continuum of Care (CoC) Competition Awards to fund approximately 7,000 local homeless housing and service programs across the U.S. and its territories!
The Out-Wayne County CoC (MI-502) was awarded over $8 million for Permanent Supportive Housing, Rapid Re-Housing, Supportive Services Only, and Safe Haven projects. Congratulations to all award recipients, and we look forward to continuing our collective efforts to build a more equitable, efficient and effective homeless response system.
